STR:
1. delete your webmaker account or be able to make a new one.
2. go to a non webmaker page.
3. load the goggles bookmarklet into it.
4. hit publish.
Expected: some UI to create a webmaker space and sign in.
Actual: doesn't look like there is enough space in the UI to display the claim a webmaker space.

A screen shot as to what it looks like if you hit tab a bit, tabbing to the next claim your space dialog, making it more obvious as to what is happening.
